Need both iOS and Android App

App Functionality: 


Functionality will include: 

       -Logo and site name under the logo. Logo Positioned in a center of the app.  [First/front page]
       -Sign In page with logo and site name. Forgot your password hyperlink under the log in fields. Button under it saying "Create New Account"   [This create new account and forgot password - this links will go to the browser in normal website that we already build up here. We no need these functionality to be build into the app] 

       -After log-in first and then after user successfully logged in - user will be taken to a page where there will be:
             a) Logo at the top 
             b) square big bottun in the center saying "Scan Your Card" under the button small text will say: 
                  "Position the front side of a card in front of your phone's camera and scan your card to proceed..." 
       -When card is scanned (card will contain on the front two or maybe one small square QR code or Bar Code) -  scanner tells the app specific semi-serial number (for example 6 digit serial number) that will request a call to server/Database to check for which card belongs to this 6 digit serial number. After it found a match in database (perferably instanly within 1 second) - it pulls up a file from a server and performs automated play of this file animation. We will provide this file animation. {You need to help us to make one video by adobe action script. Please look below to the section Important about video making.} This call to server will also trigger auto-play of MP3 music file.... 
       -Also based on the touch of a screen of this file... after completed animation - this touch must trigger action of a mobile device to viabrate a little bit.
       -In addition there will be a 8 second timeout set... if user doesn't touch screen within 8 seconds then perform action of taking a user to default mobile browser and redirecting user to a custom url of a card and also make this user automatically logged-in into the site with a (cookie) session function that would be provided from the app... (if log-in based on cookie is not possible... then its not super important). If user clicked on the screen and file made an action then... reset timer to futher amount of seconds... lets say another 8 seconds delay for redirect to the default browser. 
       -All this functionality needs to communicate with our website database. 




Important About Video Making

The video file making task is ours. That is not your task. You need to help us on this (this is part of your task) - 

1. How to make that video, you need to guide us. You need to make one video for us as a sample and that you actully use and test into the site. 
2. We are interested to make the video through Adobe - Premier or something like that/ Here you need to do some RnD on that which should be the best option for the app. We need a video file format that is clear view and supported by ios and android (keeping in mind that ios has so many restrictions) 
3. The video need to do some animation that is shows up into the attached video. Some kind of flip flop, sparkling and rotating .... whatsever. The video maker from Adobe need to have these kind of ability to build up these kind of things into the video. 
4. Remember it need to move with touch based as described above.

How we are interested to make that video ... like this way.....

We have a card as described above and with that we also have an jpeg or png image of that card. That image we will put into the software from Adobe and that software need to have the ability to make that video with that image. 
(For you to clear understanding - Lets say you make a layout in the html or in CS6. That is common layout. Now you just change the inner or body part and you can have a new image or page every time. We need exactly a template to build up and we throw images in that and it turns that image a video to download. We download and upload into database with proper serial number so that app can recognise for which card is the video. What you are building. 
That video upload task is our and our task is to make the panel and assign the serial numbers in that from a separate admin panel. )
Your task is to build us the template on that software platform. Let us know if we need to have a serial number of that software, but we prefer free version to work with.
